[Spce-user] SPCE statistcs page not working with Daylight saving change

Hi John,
Please try to set:

        var tz_offset = [% tz_offset %];
        var tz_offset = ;

in /usr/share/ngcp-www-admin/lib/admin/root/tt/dashboard.tt

And see if it works.
