[Spce-user] Fees Floating Point

If I use the CVS-Import, it is not a problem, but if you do it over the
Interface it would be cool.

We've considered this and will provide a change in the next release to be
able to store fees with 1/10000 cents precision (at the moment, 1/100 cents
are possible).
