I'm afraid I don't understand your problem. You tried to install
sip:provider CE Long Term Stable Release v2.8 on a fresh Debian
squeeze system and this doesn't work for you?

It works fine in our automated tests as well as in a manual
installation which I just did. Please share your command line in/output
and any error messages you get so we're able to assist you.
