[Spce-user] fresh install debian 7 not web access

I've just done a fresh install on debian 7 using the follow
directions[1] but for some reason it doesn't appear the web interface
is working correctly.  Any attempt to access the system results in no
web pages being loaded.

Is it possible the system did not properly configure itself?
