[Spce-user] max-forward

I did this by editing the variable in the kamailio section of:
 /etc/ngcp-config/config.yml file

kamailio:
  lb:
    debug: 'no'
    extra_sockets: ~
    *max_forwards: 70*


Don't forget to run:   "ngcpcfg apply"   when you're done so they are
applied to kamailio.
