[Spce-user] Unable to start ngcp-panel web application

I have 1 GB RAM in my machine. I manually tried to change permission of
.pid and .sock files of ngcp-panel application. After manually changing
owner of these files from "root" to "www-data", when I ran script to start
ngcp-panel application I got below error and also the permission got
reverted from "www-data" to "root" by executing this script.

$ /etc/init.d/ngcp-panel start || true

FastCGI daemon started (pid 4696)
[FAIL] error ... failed!
 failed!
