[Spce-user] Unavailable forward with static registration

I have an issue with unavailable forward on 2.8. Unavailable forward works fine when a device is registering to sipwise but when you make a static registration and the freepbx on the other end is offline the unavailable forward does not work. 

Any suggestions would be greatly appreciated.
