[Spce-user] sip user with letters and digits not allowed with latest SPCE 3.1

We have got many subscribers in the database with uppercase and lowercase
chars.
Please relax this field format validation. If you don't want to do this,
It might be interesting to add some parameter in config.yaml for backward
compatibility.
