[Spce-user] rate-o-mat disabled. Not starting.

Hi

After a reboot of our system our cdrs are not generated. This would be
because rate o mat is not running, but when trying to start I get:

rate-o-mat disabled. Not starting.

/var/log/ngcp/rate-o-mat.log is empty

Any ideas?
