[Spce-user] rate-o-mat disabled. Not starting.

Hi
The log is completely blank. However, we do know what causes it not to
start:
Error rating CDR batch: No contract balance for CDR 401875 found
Just not 100% sure how to fix it, and more importantly, what caused it.
