[Spce-user] rate-o-mat disabled. Not starting.

In that case, I suspect that it may have never run? We haven't ever
specified any billing fees yet. Maybe I was thrown off by the fact that
there were no CDRs displayed - I assumed, when I saw that rate-o-mat was
not running that this was the reason. However, after updating the system
last night the CDRs reappeared even through rate-o-mat is not running so my
assumption must have been wrong.
What could have cause cdrs not to reflect at all though?
