[Spce-user] rate limit on messages from server to client

Hello,

I have two clients sending text messages to each other - all within our server. I need to extend the interval the server is using to re-send messages before it gets an OK from the destination. On bad links, the messages are re-transmitted unnecessarily, leading to high (cellular) data usage and I would like to give the server a little more time to wait for the OK message from the receiving end.
