[Spce-user] Can't access admin interface 3.1

Can you share output of the following command:

As I can see this package must be installed in 3.1 and it contains 
'ipv6only=off' in ngcp-panel.tt2. It looks quite strange that you have 
'ipv6only=off' inside some nginx configs (like ngcp-www-csc.tt2), but it 
is missed for ngcp-panel.tt2.
