[Spce-user] FYI: Package update(s) in release 3.1

Dear 3.1 users,

This update cleans up the stale peer_preferences in Kamailio DB that
were causing 'Duplicate entry error' when creating a new peer and fixes
the peer_preferences handling in ngcp-panel when a whole peering group
is being deleted.

Please update by following the instructions below if you are running a 3.1.
