[Spce-user] Can't access admin interface 3.1

Dear Sergey,

I am confused how this has happened, double checked 
ngcp-templates-ce-ngcp-panel v.3.1.19. It does contains ipv6only=off in 
ngcp-panel.tt2.

Maybe you have the custom template there? Can you share output for:
> ls -la /etc/ngcp-config/templates/etc/nginx/sites-available/ngcp-panel*
> ls -la /etc/nginx/sites-enabled/ngcp-panel*
> ls -la /etc/nginx/sites-available/ngcp-panel*

Also, you can check /var/log/ngcp/ngcpcfg.log, it might have some errors 
nearby (at the time of upgrade):
> Generating /etc/nginx/sites-available/ngcp-panel  ...

and /var/log/dpkg.log, around:
