Hi!

I have been using Cisco AS5400 familly for large Telco deployment.

It's the lowest per C7 or ISDN circuit to SIP Gateway you can think of.
End of life today but widely available on the refurbished market and 
easy to set-up.

If you need, to look towards Yates for turning it into a complete POTS.
