[Spce-user] SPCE statistcs page not working with Daylight saving change

Evening all,

Sorry to "re-open" this but we are seeing the same issue.

I've not made the changes below as unsure if they are still relevant.

(Running 2.8)

The status page just sits on "Loading.." Every graph.
