[Spce-user] ngcp-ossbss not yet configured. Edit /etc/default/ngcp-ossbss first. ... failed!

Hi, All

I just installed SPCE 3.6.1, and cannot access the administrator 
web-interface.
And when I reboot the system, following error message shows up:

ngcp-ossbss not running[....] ngcp-ossbss not yet configured. Edit 
/etc/default/ngcp-ossbss first. ... failed!

Does it matter, and how to fix it?
