Ok. Would be interesting to know what's the actual problem (we're
tracking an issue [MT#8665] internally that might be related to what
you're seeing here). Could you please execute:

  /etc/init.d/kamailio-lb restart

and provide us, what's visible on console and logged to
/var/log/ngcp/kamailio-lb.log then?

FTR, to work around it this should work:

  chmod -x /etc/init.d/kamailio-lb
  dpkg --configure -a
  chmod +x /etc/init.d/kamailio-lb

Then rerunning the upgrade procedure *should* work. But before doing
so please provide us the output as mentioned above, so we can fix
this issue.

Did you reboot your system in the meanwhile? Then /tmp/upgrade.log
indeed no longer exists. ;)
