I restarted the ngcp-panel twice.

So I stopped the ngcp-panel and found that the offending process wasn’t stopped, so I killed it.

Now everything seems back to normal.

I should have verified this first.

could you try restarting the panel (/etc/init.d/ngcp-panel restart)? I
have just started a brand new mr3.4.1 in vagrant and it doesn't show
this problem..
