It sounds strange, please check and compare version of 
ngcp-templates-ce-kamailio. I have 2.8.22:

1) downloaded 2.8 Vagrant VM:

It is not recommended way as it will be overwritten during the next
upgrade, you can use customtt way, but it still has problems during
upgrades:

IMHO, you should find the difference in your installation and our 2.8
Vagrant VM and fix it, otherwise you will continue have some issues
which are not reproducible on our side.
