Hi,
the problem is that you have ngcp-upgrade-3.1-ce version 0.8.7 already installed. You should either apt-get remove it, or run apt-get dist-upgrade within version 3.1, so ngcp-upgrade is updated to version
0.8.9 from which exists an upgrade path to mr3.2.1 (it will be replaced by the new ngcp-upgrade without removal).
