[Spce-user] How to debug rate-o-mat?

Hello,

I'am trying to understand how rating is work:
We have customer with billing profile and OUTBOUND fee for ^7926 as 
0.0168333333/sec
We have provider with billing profile and INBOUND fee for ^7926 as 
0.000362111/sec

Call from Customer to 7926378xxxx rated as zero in both directions, why? 
Is it possible to set debug flag somewhere?
And that is relations between billing.billing_fees and 
billing.billing_fees_history?
