Hi,
here the call from PSTN has a RURI equal to
R=sip:ngcp-lb at 103.7.46.248:5060. which means your peer is calling that RURI.
This is something you should change on provider side.

This is a call from PSTN, not from a registered subscriber.
You don't need to register your peer, SPCE just allow call from the peer
using the source IP.

Please check your provider configuration, cause you peer should forward
call to use with RURI like R=sip:<CALLED_NUMBER>@103.7.46.248:5060 (ex.
sip:0123456 at 103.7.46.248:5060) and not to "ngcp-lb".
