[Spce-user] How to debug rate-o-mat?

Hi,

Looks like rate-o-mat skips peer-to-peer calls..
On same billing profiles calls from subscribers rated OK.

And some notes
- while importing fees it's important to fill source field - importer 
not filling it with default value and rate-o-mat fails
- for uknown (for me reasons) we have to have two OUTBOUND fees if 
subscriber calls outside sub->sipwise->peer. We are expecting sub OUT 
and peer IN isn't it?
