[Spce-user] Override NCOS Level

Hi All,

I've just been playing with the NCOS levels to tighten up on International Toll Fraud.

I have created a list defined as a blacklist and added all of my destinations to it that I wish to deny.
I have then applied this at the domain level so that it applies globally to all subscribers.

If I then have a subscriber who has a requirement to call a country in my blacklist, what is the best way to create a whitelist and apply it so that that subscriber can call that destination, but that it only overrides for that subscriber?

I tested with a whitelist with 1 destination, and applied this at the subscriber level, but it seems that the deny at the domain level trumps the allow at the subscriber level.

There also doesn't seem to be an easy way to "clone" the lists should I want to clone it and remove.
Perhaps the ability to make "Groups" or apply Hierarchically would be good?

Thoughts? Ideas? Suggestions?
