[Spce-user] Peering two SPCE

Hi,I configured 2 spce as below:
SPCE #1 : 

cat  /etc/ngcp-sems/etc/reg_agent.conf output:
domain=PUBLIC IP:5066
user=100010
pwd=pin100010
proxy=sip:127.0.0.1:5060
contact=sip:192.168.1.X:5060
and a peer server with same inforamtion.
SPCE#2:

I defined "100010" subscriber.
but spce#1 couldn't register and in logs (SPCE#2) I see:

Have you any idea about the problem?
