[Spce-user] Get "Try again later" occassionally during registering

Hi, all,

During testing, I may register the same subscriber on different devices at
the same time. Or start another registration before unregistering previous
one.

I am not sure whether that matters, but occassionally I get a "Try again
later" from server, and have to wait about ten minutes before I can succeed
to register again. What is the reason of this "Try agin later" error, and
how can I avoid it?
