Hi Andres,
This is because the follow interval is 60 sec, so whatever you speak more the 2 sec, you got the full charge for the following interval.
So in you case:

12.460 sec
15 x 1 sec (first init interval)
2.5x60 (second init int)
Tot 165

We don't care if spoke for 11.460sec in the second interval, we charge you for the whole interval anyway.

60sec
15x1
2.5x60
Tot 165

99sec
15x1 (first int)
2.5x60 (second int)
2.5x60 (third int - even if you spoke for 38sec here)
Tot 315
