Dear Francisco,

It is true that SOAP is deprecated since mr3.6 and disabled by default,
while it is not removed and can be enabled back for migration period:

SOAP will be removed in next release mr4.0.

Regarding "peering rules REST API" I do understand your requirements,
but Sipwise provide NGCP CE free of change and cannot promise anything
here. While we are always welcome for pull requests on our GitHub
account: https://github.com/sipwise/ngcp-panel
