[Spce-user] Linux headers missing 3.8.1

Hi Jon,
ngcp-services-ce has no dependencies on linux-image/linux-headers at all
(only PRO/Carrier systems has strict dependency on kernel version).
Sipwise just do not know the kernel version CE users might use.
Install CD installs kernel with headers, while ngcp-installer can only
check availability of header for current kernel and abort installation
on initialization (to force user install headers). I am not sure about
idea installing missed headers automatically from ngcp-installer.
Do you see better solution here?
