[Spce-user] R: Denying incorrect numbers by default

I'm very sorry for this duplicated request but I found out that Greg and Marc replied to this answer some time ago..
So please consider it as "junk". Now I'll try to get NCOS levels working as expected, hoping to reach my goal :)

Hi guys,
I can't get denied wrong number composals properly.
For example, I want to permit only calls that, from the customer leg, begin with 0, 3, 8 or with an international prefix, as 00.
So, how could I block illegit calls in order to avoid weird call attempts (that also causes the locking of rate-o-mat)?
