[Spce-user] avp with wrong value in 2.8

Hi all
One of my customers is testing a new CPE model and it has a problem as if the
username in the received ruri is not what it expects it sends a 400 instead of a
404.
I've seen that the ngcp system was sending the E164 number in the ruri but the
preference was not set. Couldn't find it in the provisioning or Kamailio
databases.
Debugging a little I found that the $avp(s:e164_to_ruri) already had value of 1
before entering ROUTE_LOAD_CALLEE_PREF and calling avp_db_load. Probably
because the caller had that value.
So, in a normal scenario, the callee would send a 404 and the system would
failover to username in the ruri but in this case it does not and looks clear
that having $avp(s:callee_e164_to_ruri) set to one when the preference is not
set seems to be a bug.
Haven't tested on current ngcp versions. This was 2.8 with template version 24.
