First of all ... CHANGE CARRIER ... if a SIP Carrier works like that ... they are full-bullshit.

For outbound routing, you will have to define your carrier as a new peer for every DID they give you (a non-sence setup, from my point of view), then on each peer, set the remote autentication options. Also on the routing rules, you will have to take into account to witch peer you must send each outgoing call, based on the DID they allow you.
Also, if they force you to 'register' each SIP account to get inbound calls ... you have to set the SEMS related part for that, on the SPCE manual you have the instructions to do that.
For incoming routing, nothing extrange must be done ... just assing your DID to your subscribers, as always.

Lot of work to setup and mantain ... non viable proyect (from my point of view) if you are a mid-side ITSP
