[Spce-user] upgrading to 4.2.1 fails on nonexistent old packages

The uprade process fails when it tries to purge a nonexistant package:

ERROR: the step 'mr4.2/fix_purge_old_packages' failed, upgrade aborted!
Please fix the root of the issue and restart 'ngcp-upgrade'

I*ve manually purged what can be purged and then commented out some 
lines in /usr/share/ngcp-upgrade/steps/mr4.2/fix_purge_old_packages.
After that the upgrade completed
