What you probably want is to pass the ICE=force-relay option to 
rtpengine instead of ICE=force. However that option is currently not 
supported from within the NGCP framework. As an easy fix, you can try 
patching proxy.cfg.tt2 to replace ICE=force with ICE=force-relay.

I'm curious though why Linphone would be confused by additional host 
candidates but not additional relay candidates.
