[Spce-user] SIP OPTIONS from upstream proxy failing with "Trying"

I have an upstream provider trying to send a SIP OPTIONS keep alive to SPCE and they are expecting a 200 OK but SPCE is only responding with a 100 Trying.
I need to make SPCE respond with 200 OK for them to like me.

Any ideas?
