[Spce-user] After update to latest hotfix from today 4.3.1 version - Kamailio failed to start

For the history:

It has been localised, reported upstream, fixed there and were
hotfixed for all Sipwise supported releases:
https://github.com/kamailio/kamailio/issues/662

So, it should not happens for the following openssl upgrades.
(the bug was in kamailio code for ~9 years and worked previously
by luck only).
