[Spce-user] New sip:provider CE mr4.4.1 is now available

Hi Serge,

We having an idea to add support of patchtt.tt2
which will be applied on moment of building.
ngcpcfg will find patchtt.tt2 and builder customtt.tt2 as
tt2 + patchtt.tt2 => customtt.tt2
Then customtt.tt2 will be in use AS IS.

If applied with errors -> abort "ngcpcfg build",
otherwise continue. You will not need to update customtt.tt2
on every upgrade then until the patch can be applied.

While having lack of resources here at the moment.
