Thats not true Walter,
Asterisk it's not resposible of generating ring-back, if you don't tell it to do so (r option on the Dial app), SIP standar said that 183 it's a progress-passing ... that means, with RTP, could be a ring tone, or could be waiting music or whatever the callee whants to send you.
180 means your originating UA (your phone or softphone), SHOULD generate the ring-back tone.
So better check your UA's to see why they don't generate ring-back when receive the 180.
