This is a problem with the tripwire package which isn't included
with NGCP but you seem to have installed it manually. Looks like a
problem with automated non-interactive upgrades and tripwire's
postinst maintainer script, probably related to the passphrase
configuration.

Check whether a simple `dpkg-reconfigure tripwire ; apt-get -f
install` can fix its installation and then continuing with the
upgrade should work fine.
