[Spce-user] calling party selection on gw load

Hi all

I've a scenario where I have a XXX number forwarded to a YYY number. YYY is not
local and it should be sent to PSTN.

I have a carrier and a peering rule matching XXX as source CLI.


If an external number (AAA) sends a call to XXX I receive it, see the CF loop
and see how the PSTN gws are loaded but using AAA as calling party instead of
XXX so my peering rule does not apply and the peering server is not the
expected one.

I see $avp(s:first_caller_cli_userprov) being used but on CF that avp is not
overwritten and it remains as it was. 

Is this desired behaviour? Why not use caller_cli_userprov instead when calling
to lcr?
