[Spce-user] Tech prefix matching

Hi,
try changing # -> %23 in the peering rules. It looks like the # is
url-escaped by kamailio:

Oct 12 12:21:14 msk-vo-s-sbc1 proxy[36313]: INFO: <script>: Load domain
preferences for callee - R=sip:62987%236546 at 10.0.64.100:5060 ...

Also there is an error message from lcr_rate giving a hint that you
should look at the billing fees and make sure a fee for 62987%.. exists:

Oct 12 12:21:14 msk-vo-s-sbc1 proxy[36313]: ERROR: lcr_rate
[lcr_rate_mod.c:326]: lcr_rate(): no peers with valid ratings found
