[Spce-user] local calls don't user username in invite

Hi

I have noticed that call to numbers on the sipwise platform do not appear
to send the username in the invite to the end user, but rather the E164
number. This is not the case for calls coming from peers. E164 to ruri is
not set.

Is this by design? A way around it without sending calls to a peer first?
It's causing issues with devices that expect the username to be in the
invite.

Sipwise 2.8 (yes upgrade planned :-)
