[Spce-user] Sipwise no charges Calls if Server no reboots

Sipwise isn’t charging the calls unless I reboot the server. I want to do
this automatically, without needing to reboot the server.

I is leaving Billing Zone blank and Cost in 0.00 Please see Call History
below.
