[Spce-user] New sip:provider CE mr3.8.13 is postponed (no fixes to release)

Dear community!

This is to announce the postponing of sip:providerCE mr3.8.13,
sip:providerPRO mr3.8.13 and Carrier mr3.8.13 as there are NO
changes/fixes to be released.

All critical fixes have been hotfixed in mr3.8.12 earlier (which is the
latest build for the release mr3.8 LTS as for now).

The build mr3.8.13 is planned to be released on 2018-06-30 accordingly
to the schedule https://www.sipwise.com/releases/ and will be the last
build for release mr3.8 LTS.

IMPORTANT: mr3.8 LTS will no longer be supported after 2018-06-30,
please upgrade to mr4.5 LTS or mr5.5 LTS.
