[Spce-user] Multiple endpoints for one subscriber

So this seems to still send the Invite to both... just one right after the
other.  Also... and ignore my ignorance.  Can someone please explain the
Q-Value to me?  Seems they want between -1 and 1.  Is higher number higher
priority?  Thanks again!
