[Spce-user] Mediator not starting after upgrade

It sounds like a local modifications for init file. It has been kept
by dpkg on the package upgrade. Which is strange as we explicitly tell
dpkg to overwrite all local modifications in configs:
 > conf/3.0/configuration
> 20:export APT_OPTS="-y -o DPkg::Options::=--force-confnew"

I will discuss it internally to check possible missing corner cases
here. So far can you please ensure init script is marked as conf file on
your system:

> root at spce:~# dpkg-query -W -f='${Conffiles}' ngcp-mediator
>  /etc/init.d/mediator 883f464f9af862c171dd09e58ae39360
>  /etc/default/mediator 65ebeb2266ba26f6672f759f50d6a6c4

I see no relevant changes for the package ngcp-mediator since 2012.
Can you please also share content of /etc/sipwise_ngcp_version file.
