[Spce-user] WEB RTC

Kamailio has no any difference (in general staff) about signalizatin
between users.
So i suppose trouble with " subscriber is not available" has root with
general understanding how kamailio works
Looks like you need to check first how your config works with modules that
responses for registration and INITDLG routing process.
