[Spce-user] Failover loop for refused call

Hi all,

I have a problem when an INVITE is answered with a SIP response "480 - 
Temporarily Unavailable".
This happens when the callee refuses the call.
Problem is, that this call will failover to another trunk and connect 
again, resulting in another call to the same user who refused the call.

When I get response "486 - busy here" everything is OK and the call is 
dropped.

I added 480 in config.yml:
     filter_failover_response: 403|408|480|500
to get around this, but without result.
